I don't know what the full picture is, but i am positive this is not the full picture nor the real picture if it is even real.
If i have to speculate i think this is a justification for "we need a global government, to fight this kinds of threats".
I hope justice is served for the victims but the pedophiles are just disposable employees in my opinion*
and PLEASE keep asking questions, don't feed the egregore of possible, your energy is valuable.

I have never taken much notice of the media, since childhood.
If you’re still trusting media, you are contributing to the problem.
