There obviously has to be basic standards that states must follow when conducting their elections if they’re going to have a say in federal governance. It’ll be interesting to see what levers Trump pulls to force the hand of states on this issues. Congress does have the power to refuse to seat an elected representative, but it’s a power that’s been limited by SCOTUS interpretations in the past
If Democrats want to compromise on this issue, then mandatory voter ID can be rolled in with turning Election Day into a federal holiday and making it free to obtain.
