I think he is the reason the conspiracy people have this idea of a shadow government. W seemed miss-led by nefarious outsiders and even insiders.
Although I think he just is a much smarter man and an even better actor than most realize. People think Cheney had all the power, and people blame Cheney for the worst of GWOT… how convenient right?
