I’m sorry for being cynical, but Spain can afford to draw lines in this situation because its foreign policy calculations are simply different. If NATO dissolves tomorrow, not much would change for Spain. They do not perceive the Russian threat as much as the Baltic states, Poland or even Germany. For these countries NATO is a necessity. Yet to then, Morocco is not a problem at all. If you’re Spanish, so do you care about meeting the 3,5% spending requirement? Or even the 2% one? Because again, why do you need all that kit. If the Russians want Madrid, they can need to go through Poland and Germany.
Simply put, Spain has completely different security concerns than Berlin and Warsaw and they always will be. Of course you can afford to moralize and lament when you don’t have anything to lose.
