Submission Statement: Lithuania has prepared a detailed population evacuation plan in the event of a military threat, Polskie Radio reported on September 16. Poland’s Podlaskie Voivodeship is coordinating to serve as a transit corridor for Baltic residents.

The updated Lithuanian strategy designates the Polish border as one of three primary evacuation routes for residents of the capital, Vilnius. The timing and sequence of civilian relocation will depend entirely on the location and scale of the threat.

In the event of active shelling, officials stressed that residents must instead take cover in designated shelters. Polskie Radio wrote that the primary goal of the updated framework is to accustom the public to treating evacuation as a strictly controlled process.

Poland’s Ministry of the Interior and Administration integrated the Podlaskie Voivodeship into the broader Baltic evacuation system in direct response to the Russian invasion of Ukraine happening near its eastern borders and the risk of escalation.

All local government bodies within the Polish region are currently drafting emergency action plans to facilitate the potential transit of civilians.
