In CO we have E470 toll roads, and I got a bill for the few times I took the toll roads and it states that if it's not paid I won't be able to register my car. It's only like $30, so no big deal, I'm fine with paying to use the roads, but it seems odd they can stop registration if it's not paid.

So it's not owned by the state but it can use the state to prevent registration? Idk, I'm gonna pay it but it just seems odd and was wondering what anyone thought.
