Let's consider this, best case scenario, alien civilizations use a system similar to ours focused on the artificial scarcity of resources…something close to a capitalist system. If it were disclosed tomorrow that we could build aircraft capable of interplanetary travel and that there was an interplanetary economy that we could now enter…even if we converted all of our automobile and aircraft manufacturing to output interplanetary aircraft overnight, we would be entering this multiword economy at the bottom rung. We would be an instant third world-world. What is the currency? What are the products? What are the resources? We likely have virtually none, and what we do have, likely would suck.
The economic equivalent might be Somalia announcing that they are starting a space program with the hope to compete with Space X, but in this case, Space X may be 50, 100, 500 or even 1,000 years ahead.
The multiworld oligarchs have assets on multiple worlds and have industries that drive the multiword economy. Our oligarchs have assets on one mudball and their wealth may be based on the multiworld equivalent of monopoly money. Our oligarchs are now peasant kings.
Who would want that? No one at the top. How would you prevent it? What leverage could you employ to secure your position? One answer, wrap the planet under a blanket of nuclear destruction delivered in under 60 minutes by ICBM's. A.K.A the cold war. Mutually assured destruction was billed as the U.S. vs. the U.S.S.R, but, it may very well have been US vs the other world Them.
Hypothesis: A deal was offered in July 1952 and declined. Since then, we strapped on our suicide vest and have held the button at the ready, our threat being that we will turn our mudball into a smoldering radioactive wasteland if any visitors show up and start sharing any "unwelcome" ideas.

July 1952 – Lights reported as UFO's appear over Washington DC for two days.
1953 Onward – "transients" decline in sky survey images to almost zero in 1956 while nuclear testing….increases.
The multiword economy deal was offered, and our answer was…f**k off. We didn't vote on it, it was decided for us by those who would lose the most.
