I recruited tech workers for a major bank
Unfortunately for us 99% of the most qualified tech workers are from India or China. It’s clear they put a priority in their youth developing those skills. H1B lottery is expensive and no guarantee they get to stay, so if you have a whole team of people applying for an H1B you could lose your entire team if they don’t make it, and even with that structural deficiency the best candidates end of being foreign
