It will be interesting to see what effect this has, I imagine it will work to some degree but it could also have just a marginal impact, ie some people may stop buying condoms but many will just eat the extra cost.

Terrible plan. What they should do is create a program to hand out condoms for free and make it really widely availabe. Then just make sure the condoms the program hands out are very unreliable and prone to breaking.

Birth control is crazy expensive in China.
One Chinese international student I knew would get prescribed birth control pills for free on the NHS here in the UK so that they could take back to China and sell them.
Until they make the cost of a condom equal to the cost of raising kid, I doubt this policy is gonna be very effective.
