President Lee Jae-myung said on the 2nd that the state must “punish crimes of state violence as we dealt with Nazi war criminals — prosecute them for as long as they live, and hold their heirs responsible within the scope of inherited assets.”
During his opening remarks at a Cabinet meeting held at the Yongsan Presidential Office in Seoul, President Lee asked Justice Minister Jeong Seong-ho about the reintroduction of a bill to abolish the statute of limitations for state violence crimes and to exempt victims’ claims for damages from expiration. He then made the above statement.
The “Special Act on Statutes of Limitations for Anti-Human Rights State Crimes” passed the National Assembly last December, but was scrapped after interim President Choi Sang-mok exercised his veto.
President Lee said, “Torturing someone to death, fabricating cases to wrongfully imprison innocent people, or staging a military coup to turn the country upside down — these acts of human rights violations committed by state power must be punished for as long as the perpetrators live, just like Nazi war criminals. And their heirs must also bear liability within the scope of inherited assets.”
He added, “Only then can we establish a fundamental measure. Only then can we prevent recurrence.”
He also spoke about overcoming the December 3 Martial Law Crisis over the past year, saying, “We must fully expose the darkness of treason that was hidden in every corner and open wide the door to true, just national unity,” adding, “We should not stop here.”
He said, “On December 3 last year, the democracy and constitutional order our citizens won with their blood faced a grave crisis. But the people’s collective wisdom created a ‘revolution of light’ that drove out the darkness of treason that night and opened a bright new dawn.”
He continued, “This citizen-sovereign government, born from that great Revolution of Light, has dedicated the past six months to restoring the people’s livelihood and normalizing the state,” offering his own assessment.

To understand what President Lee said, you need to understand what happened to the money stolen by Chun Doo-Hwan the butcher of Gwangju. Chun who seized power after massacring countless people in Gwangju, stole billions of dollars from Korea through bribery and corruption. So, he was not only got life sentence and asset seizure order. But Chun concealed his money through his family inheritance and 89 billion KRW left not confiscated when he died while pooping in 2021 ( his body is still not buried as every cemetery in Korea refused to bury the body of Korea’s most hated figure.) So, the government is focusing on not only judicial punishment but also more sophisticated asset seizures of insurrectionists.
