1. Bill C-9 was stuck in a clause by clause review in the justice committee when Justice Minister Sean Fraser struck a deal with the Bloc Quebecois to remove the religious exemption from Canadian hate speech laws. Yet this deal has stalled due to a lack of approval from the PMO. While I doubt many people would find the former objectionable, the latter is the far greater part of the story offering an insight into Carney’s PMO and the way he runs the government. Carney previously as governor of both the Bank of Canada and England has been described as a very demanding boss, with some alleging he is a micromanager. I think this story tracks with these previous complaints and shows both the style of Carney’s governorship and the continued centralization of power within the PMO.
2. I don’t think centralizing power within the PMO is necessarily a good thing. But with Carney being this “philosopher king”, as someone else termed it, maybe it could work?
