It is marketed decently well and would probably control prices somewhat. The actual problem is mega provider hospitals not insurers though the industry structure built around insurers and the lack of shopping for a deal is a major problem driving cost up over and over. Brand name hospitals name a price and insurers basically have to take it every year.
Other major problems are CON Laws in many states – basically you aren’t allowed to open facilities without the current hospitals approving it but they always can. Would be like needing Starbucks permission to open a coffee shop but that’s the law in most states. Actually it’s worse. More like Starbucks permission to put a coffee machine in your cafe. Doctors need permission for stuff like mri machines.
Also site favored payments by Medicare – means hospitals can buy a practice, snap their sign on, and often double or more what Medicare pays.
And of course stupid Obamacare stuff like bans on doctors owning hospitals. There are many other moderate problem things. Like the 50b a year forced discount of drugs to subsidize orgs serving impoverished communities that had been completely arbitraged into a profit center.
