IDK if it’s a good thing or a bad thing that our President can unilaterally order strikes in countries that we are not at war with, but we’ve pretty clearly basically given up on the requirement for Congress to declare wars at this point, at least outside of war with a major power. As with so much of the power that’s quietly shifted over to the executive, it’s pretty clear Congress doesn’t want to deal with it so it falls on the President
