I mean it was a military operation and Congress wasn’t aware of and didn’t approve of it. Procedurally definitely against the spirit of the law if not the letter of it.
We’ve got weird rules on what counts as a military operation but falls short of war from the Bush administration so they might be able to couch it in that, but to me it’s an act of war. A war against Noriega 2.0 who went down with even less of a fight but an act of war nonetheless
I think the one off projections of power we see here and previously in Iran are easier to defend because in logistical terms it’s super impressive to see pulled off and they resulted in outcomes we wanted with minimal input by us.
The American people (and the global community to a great extent) did not want Iran to have nukes, and they didn’t like Maduró presiding over the corpse of VZ and fucking up Latin America.
Would Congress have chosen to have backed either of these things if given the choice? Maybe but because the outcomes were largely positive and the commitment by us was limited I think most people care less.
It’s a potentially dangerous precedents and if we got looped into longer term incursions I think it would prove just how bad a precedent it could be but again I think you’ll see people largely be ok with these sort of high impact low commitment actions
