Not sure how this is going to work legally. Putting limits on the free market takes away property rights, which has constitutional implications. You can do this with incentives, but how would that work? Sellers who need to sell, especially properties that need work, are going to have a hard time. Anytime the government interferes, it creates unintended consequences. The whole mess we have now was because the government interfered in the housing market the first time – backing bad loans and relaxing lending rules – leading to a horrible crash when people couldn’t afford their loans.
