From what ive seen, it seems like one dude got trigger happy.
Literally unloaded a full clip into the guy, im guessing to cover up his initial shot.
I don’t care enough to frame by frame, but unless the dude was going for a weapon, this was pretty much cold blooded murder.

Also second note they are federal agents not state police you might want to figure out the difference between the two if you are going to be in this country.
