Leaving his ID at home smacks of intent. What educated, professional person leaves the house without a wallet and ID? Especially when he’s a concealed carry permit holder and the law says he MUST carry said ID AND provide it to law enforcement upon request.

Did they ask him to present identification before the interaction got physical? Was he given that opportunity?
