Okay… I am pretty sure protesters, and agitators, who are only yelling, maybe even having a non elevated communication(when pigs fly) with ICE are not the problem. You can’t not interact with say, someone blaring a horn in your ear. And they know it, its psychological warfare. Or, with someone blocking you and others with their car.
