People who fill warehouses with gold bricks don’t have a problem paying the cost of utilities. I’m not just talking about price, the ‘card’ is now brick-shaped and has a golden exterior.

If a utility company suddenly gets a massive customer it will be able to provide larger amounts of utility service – likewise a billion dollar water customer isn’t going to place his operation in the furthest possible point from the water. California might finally stop flushing most of its water into the ocean.

They already pay for the electricity they use, and some already pay for infrastructure upgrades. The data centers often won’t work without the upgrades.
There’s no need for government interference.
This increase of demand will work itself out with the free market. Demand will stimulate production — investments in new power plants, new wind turbines, new nuclear sources, and so on. Businesses want to make money — providing more power when there’s more demand will certainly help them make money. So, some will supply more power to make that money. This is basic economics. It might take a little time, but it’s the fastest and most economically efficient way to have rates stabilize. The free market beats central government planning every time.
