Pakistan is a nearly fiscally-bankrupt state. It can’t sustain extended conflict with anyone without having to cut government services which would inevitably cause riots and revolution at home.
And consider that if this did become an extended conflict that threatened Pakistani state integrity, – the most cost-efficient way to end any conflict is nukes. They’re very effective for their price tag, discounting externalities.
