This is basically universal and common in all military commands. Anyone who has served will have witnessed this practice. You NEVER end the year below budget, period. If that means you buy all your guys lobster and fruit baskets, or go fire off 50,000 rounds for “training” then thats what you do. By not spending the total budget, you are only ensuring it gets cut back next year.
