My current speculation is that it has to do with the Looking Glass Project and that children who were a part of this are 'time travelers'. Not in the literal sense, but our genetic memories are carried through blood that the 'thespians' like to drink. This genetic memory is tied with things like archetypes and intelligence. Basically if you were a part of GATE you are most likely the reincarnation of famous or intelligent dead people and categorized by archetype and threat level.
