    In 2004, Päivi Räsänen described homosexuality in a pamphlet as a “psychosexual developmental disorder” and an “abnormality .” The Supreme Court fined the former Minister of the Interior, a member of the Christian Democratic Party, €1,800. The Finnish public broadcaster Yle noted that she had been invited last month to testify before the US Congress on freedom of expression in Europe. Päivi Räsänen said she was “shocked” by the decision. She is considering appealing to the European Court of Human Rights.
