    Submission statement: This statement is a remarkable change from the previous policy of not using judgement for rate changes. Embracing values of the enlightenment stands in stark contrast to standards of economic science.

    What is the actual difference between the usual process and this? Doesn’t the CB already rely on its own judgement to do pretty much everything it’s supposed to do?
