Well, he was a junky who made his entire living off of shocking people. So I’d say par for the course. Glad the dude sobered up and got his shit together. He obviously regretted it otherwise he wouldn’t have covered it up.
In his own words he was sooooo fucked up from every drug he was on, and a friend talked him into it (iirc it was Kat von d). They were having a conversation about not having kids, and they said “fuck babies”, and Kat said “you should get that tattooed”.. so he did.
I don’t remember if it was Kat who tattooed it, or someone else, but that’s steve-o’s explanation.

I think he did it for the edge factor and because he was constantly fucked up but yeah still not okay at all. Hope he has plans to cover it up or black it out. I get people make mistakes but this one is not acceptable.
