Sadly many left leaning states are adopting this move. To some it’s decriminalizing a medical condition and to others it’s acknowledging that treatment has progressed that HIV is no longer a deadly disease in their minds.

The bill is 1063. It decriminalizes unprotected sex acts and needle sharing for HIV positive people. Even worse, it allows HIV positive men to donate blood. WTF?!?
