This shouldn’t be a fallback plan, but the new structure we should strive for.
The current form of nato is too much a product of the last 80 years. The US has asked europe to step up, and has shown they need a real counterweight that can hold them accountable.
A unified european arm of nato would be able to provide all of this.
The only reason the US would refuse is if nato really is about their hegemony. But by doing so they will only end up losing more influence.
