Rwanda is threatening to withdraw its troops from Mozambique, where they are fighting ISIS, if the mission is not appropriately funded by the EU. Mozambique has gas, and TotalEnergies operates there under the threat of terrorists. The EU has been funding Rwanda's military activities there since regional security forces pulled out.
This articles gives a nice, detailed breakdown of the history and what is going on if you supplement it with this one: https://www.dw.com/en/rwanda-ties-mozambique-troop-deployment-to-eu-funding/a-76795743
The thing that is most interesting here is that it shows the degree to which Rwanda's military strength is making it an important player on the continent, despite its size. Secondly, it shows the kind of leverage Rwanda has gained due to that military power. President Trump has been trying to mediate the conflict between Rwanda and Congo. I recall reading (but can't source) another example of Rwanda bringing up their involvement in fighting ISIS to push back on Trump's demands.
It looks like Rwanda is becoming the most formidable military power in eastern Africa all the way down to Mozambique.
