    The EU rejected a British proposal for partial access to the single market for goods ahead of a July UK-EU summit. Brussels insisted talks remain limited to narrower agreements on food standards, emissions trading, youth mobility and defence co-operation.Member states opposed giving Britain frictionless goods trade without accepting freedom of movement or full regulatory alignment, arguing it would undermine the single market’s “level playing field”. The episode exposed the limits of Labour’s Brexit reset: London wants closer economic ties without rejoining the single market or customs union, while the EU continues to treat the bloc’s four freedoms as inseparable.
