Since it is controlled by the states, maybe the only thing the Federal government can do is maybe have the USPS stamp each ballot they received with a date and certification number, and don’t accept any new ballots after the polls close.
Then they only deliver the ballots that have date/certification numbers on them to the polling locations.
As for those from dropboxes, I am not sure the Federal government can do anything on those unless they too are controlled only by the USPS.
