Notice this is a story from CNN. Still, if blue states are forced to comply, that’s good news.
I would think one of the reasons to have a Homeland Security department is to make sure elections in the Homeland are secure, so I don’t see any problems with this route.
But I am sure some radical federal district judge will rule against it until they are overturned by an appeals court.
They have used the threat of withholding funds as a standard tactic forever, it’s how we ended with the 55mph speed limit, but this would actually be useful.
