Until Congress acts, which is unlikely it will get anything passed, restricting airlines from allowing pregnant women to travel to the USA is about the only thing I can think of doing.
It may be possible to fine hospitals and doctors who admit pregnant women who are here illegally, but I don’t think that would go well.
