Submission statement: the ROAD to Housing Act includes major housing reforms pushed by neoliberal-aligned groups for decades, including: Point access blocks for single-stair reform up to 6 stories, NEPA exceptions for infill, various small zoning reforms, financing reforms for certain multifamily and manufactured housing, expanded opportunity zones, manufactured chassis reforms, etc.

    The HUD moves on manufactured and “mobile” homes are particularly needed. It’s about time we modernize those regulations to account for the simple reality that these homes aren’t actually mobile – they nearly never actually leave the foundation once they’re put in place.

    I’m also excited about single stair reform, which is common sense and *long* overdue – fire departments and their paranoia be damned. Detached, single family housing is several times more dangerous than newer multi family housing – and rules that prevent us from building the latter force more people into existing, unsafe stock or into inherently less safe detached houses with all of their damning sprawl.

    And lastly, the potential for pre approved pattern book plan sets to dramatically speed up development timelines, reduce project carrying costs, and allow for economies of scale in urban infill housing is tremendous. I’ve been working on some of that locally – and I hope that this provides us a funding stream to pull from to continue that work.
