“Better a commoner than a woman” legislation.
Not being classist or anything but I think a girl that has been at court and accustomed to the rules would be a better fit for Emperor than a guy that was a civilian and has no experience in royal etiquette.

The agnatic line of succession is like two or three people in the entire world. If Prince Hisahito has only daughters, the Imperial House ends with him. The only other male heir is currently a 90 year old man.
