I think there is another link not explicitly mentioned: sugarcane and ethanol lobby. NCP has earned huge goodwill among sugarcane industry Maharashtra over decades and receives lots of money from it.
The BJP government rushed to mandate 20% ethanol mix because NCP might have used it as a bargaining chip for or a precondition to joining the BJP.
