The reason why Korea is subjected to more strict regulation regarding to nuclear power is related to the paranoia of a mad tyrant in 1970s. Park Chung-hee was a paranoid maniac obsessed with power. He built vast military industrial complex fueled by heavy industries and aspired nuclear weapons just like a typical tyrant of modern era. Fortunately for Korea, that maniac was assassinated amidst democracy uprisings triggered by YH strike & Busan-Masan uprising in 1979. The new junta enacted massacres to crush Seoul spring and signed onto strict nuclear disarmament & missile regulation deal with the U.S. to get legitimacy from Reagan administration.
