  2. Because payroll and income taxes already kind of work in concert since payroll tax burden is already partially borne by the employee. Look at the tax brackets. They’re they’re 10, 12, 22, 24, 32, 35, and 37%. The payroll tax cutoff is in the 24% bracket and there’s a cliff right after. Higher tax brackets pay more in income tax because they aren’t paying payroll taxes.

    You’d also make it more expensive to employ high-skill workers by raising the payroll tax ceiling.

  3. Other than the answers already given, there’s an argument that removing the max SS tax without also removing the cap on benefits would be unconstitutional 

  4. Because people are greedy fucks who would rather blow up the country’s finances than endure a tax increase and/or spending cuts.
