The real technology in Flock isn’t the cameras, it’s the cell receivers in them. The camera is a decoy.

I believe they can track devices by the MAC address through Bluetooth or wi-fi. However I’m skeptical about the part where they could download images in such a brief amount of time. Even if the phone Airdropped an image to the tower while driving by, I don’t think that’s enough time.
