I mean, apparently they have fiscal problems. And a housing crisis. Why are they restricting benefits like these so heavily, including excluding foreign nationals? Social safety nets are important for societal stability.
Why don’t they just tax land to get more revenue?

Reform UK has proposed requiring long-term, work-capable welfare claimants to complete 20 hours of community work per week to continue receiving benefits. The scheme would apply to people who have been unemployed for more than 12 months and could involve cleaning high streets and parks, minor repairs, staffing libraries and community centres, or helping local charities.
Under the plan, claimants who refuse or fail to attend would face benefit penalties, potentially losing their payments. The party estimates its wider welfare reforms could save taxpayers almost £50 billion, and cites DWP figures showing more than 300,000 work-capable adults have been on Universal Credit’s “seeking work” conditions for over a year.
