Interesting read about a rare success story of new infrastructure in a western country. I think there could be some take aways for other countries about how the roll out was structured and executed. Relying purely on private providers wasn't working but a unique form of public-private cooperation actually worked in delivering critical infrastructure on time and at reasonable cost.
