    Submission Statement: This is relevant to r/neoliberal because it sits at the intersection of rule of law, state capacity, competitive government procurement, and the relationship between the state and private firms. Whatever one thinks of Anthropic’s restrictions on military uses of its models, the government has enormous leverage as both a regulator and a customer. Using national-security or supply-chain authorities to punish a domestic company over a contractual and policy dispute raises serious concerns about arbitrary executive power and political retaliation.
