Are the people in the tunnels sabotaging the drainage systems in order to create flooding in the areas yet to be gentrified?
They will blame the flooding on man made climate change and won't be lying.
They will use the Department of Housing Preservation and Development (HPD) to determine mold has deemed the units unlivable.
Current residents will be re located, the city will usher in redevelopment to the area, and the urbanists will brag about how walkable and transit friendly it is.

Thanks for this, I find it interesting as a subject and want to try to find all the reasons WHY someone or groups would do this to try to remove the wrong answers
Its human trash that throw their garbage in the streets thereby clogging the catch basins. Its as simple as that. People are slobs and don’t give two-shits about mother earth.
No idea, really could just be people going through sewers.
Which reminds me of a personal story.
When I was like 11 or 12, my friends and I use to climb into the sewers as below our neighborhoods there were about 5 to 6 foot diameter sewers that all connected into these big openings underground (Epic for skating), and about 6 neighborhoods spaning a few miles were all connected. We use to all skate through them and hang out in them.
One day we were hanging out in this one area we put a fort together (which was really just chairs on pallets we laid on the curve of the floor that sat just high enough that the typical water flow (when there was some) would go under. This spot had ladder rungs up above it that when climbed up (about 10-12 feet) was a standard curb side sewer’s opening at the end of a street with one house there. (Ladder rungs were part of the sewer infrastructure, not by us)
One day a couple of us friends were hanging out down there and I had climbed up to just look out of the opening, and a car pulled up and parked right there, like right on the curb side so that the back tire was just right of my face. The guy got out and popped his trunk and started unloading groceries.
He placed a 24 pack of budweiser right down in front of the sewer and then grabbed some groceries and went inside. I reached out my hands from the sewer opening and was able to grab the case, turn it sideways and slide it into the opening and quickly climbed back down and stashed it at our fort. And we all skated off laughing down the sewer and went home.
During that summer, we came back every other day or so and would open a warm beer and split it between the 5 or 6 of us and then go about our day. Yes, 1 old hot beer for a half dozen of us.
Much later I thought about what that guy must have thought, as he was the only house on that court in what is more or less a big open field with nothing around.
Like imagine how long he looked around and questioned if he even bought the beer.
