It’s unfortunate that we have gone from forced institutionalization, to incarceration, to neglect and street rot. The answer is forced institutionalization WITH decent standards and rights. Our public spaces don’t deserve to be open air drug dens but the mental hospitals of the past are also not the answer. Nor is the republican dream of just sending them all back to private prisons.
