The European Commission has classified ChatGPT as a Very Large Online Search Engine under the EU’s Digital Services Act, while Reddit and Roblox have been designated Very Large Online Platforms. The EU considers ChatGPT’s ability to search the live web and respond to user queries enough to qualify it as a search engine. All three exceed the DSA’s threshold of 45 million monthly EU users, with ChatGPT search reportedly reaching about 159 million, Reddit 57.2 million and Roblox 48 million.
The designation means they have until the end of November 2026 to comply with stricter rules, including annual assessments of risks involving illegal content, minors, mental health, elections and fundamental rights. They must also undergo independent audits and share data with regulators and vetted researchers. The EU can impose fines of up to 6% of global annual turnover for serious violations, potentially making the rules particularly significant for OpenAI as its revenue grows.
