I’m OK with states not having mandates requiring to teach this in public schools. I’m a public school teacher and although there is no mandate, our district informally encourages students to dress up nice in the 11th (or closest school day). This spurs conversation and remembrance without laws or policies requiring it.

We don’t need a law for everything.
