Worth noting she wasn’t laughing at the abuse itself, she was disputing the report’s methodology (the ‘county lines aren’t border demarcations’ point). Doesn’t excuse the optics of laughing on camera about it, but the caption here is stripping out what she actually said to make her look as bad as possible.
