I’d argue they probably don’t; however, with the advent of the flock camera, surveillance state does not have to be built in Washington. It can emerge one camera, one police department, and one public-safety justification at a time. The backlash against Flock suggests people are starting to notice.

No, “emergency phones” are totally fine. Though I would argue their usefulness is limited in the age of cell phones. I guess someone could not have their phone or the battery could be dead as a niche, but I digress.
The phone being there as an option has no impact on individual liberty. The Camera recording and logging everyone does.
A blue light pole is way closer to a fire alarm than a surveillance tool. it does nothing unless someone actively runs up and hits the button. Flock cameras are constantly scanning plates and logging moves regardless of what you’re doing.
