Somewhere in Beijing somewhere in Moscow somewhere in Tehran there are random bureaucrats wondering what to do about the green tide. We’d assume everyone gets caught all the time, but that’s not true in this country when we have massive investments in catching things and investigating things.
Trained dogs are expensive, so maintaining an endless fleet of them is draining and not everyone can spend like we spend. Then there’s all the high tech gizmos we have, also expensive.
