If I were one of these managers I would walk out with the employees, not just out of solidarity but also because industrial sites are dangerous enough already *without* being reduced to a skeleton crew.
*Driving* might potentially be safer if nobody else can *drive,* but on the other hand if only the upper <1% has cars then I’d ditch the car too.
