Afford similar rights to smaller native industries too. A small business operating at 1-2 mil a year deserves the same foot up as the big guys. (This being said if you keep his regulations in play)

Sounds like the permits normally take a long time, I’d guess too many requests and not enough processors. This would move those requests to the front of the list. I guess the thinking is, the more you spend the more you’ll help the US economy.
I’d like to see less permits to begin with, not a fast lane.

The government shouldn’t be brokering favors. It should be providing information and utilities to the people, a basic function that it almost always fails at.
